Abstract
Adopting an Ecosystem Approach to Fisheries Management as a new management approach or an evolution of an existing approach requires an expanded scope of fisheries management over other conventional management approaches. A sub-regional EAFM plan can complement local, national, and regional fisheries management priorities, and can help to catalyze action at all levels that may not otherwise occur. This technical paper provides an overview of how a sub-regional EAFM plan can be developed and scaled to include regional organizations, countries, local governments, and stakeholders.
