USAID Oceans and Fisheries Partnership
Since the the launch of the Oceans and Fisheries Partnership Activity (USAID Oceans), the project has used a “Theory of Change” to guide program design and implementation for achieving program objectives, supported by testable assumptions under an adaptive management framework. An internal mid-term review was completed in early 2018 as part of the project’s monitoring and evaluation (M&E) activities to test the validity of underlying Theory of Change assumptions and to adaptively inform program activity design during the second half of the life-of-project. During late 2019, a final internal review using the same analytical framework and survey methods at mid-term was conducted to: (1) review the validity of the USAID Oceans Theory of Change; (2) compare findings between mid-term and final reviews; and (3) identify key findings and lessons learned to guide future similar projects. This report summarizes the methods, results, findings, and lessons generated from the final internal review of the USAID Oceans project.

USAID Oceans and Fisheries Partnership
At the request of the Lao PDR Department of Livestock and Fisheries (DLF), on January 14-16, 2020 an introductory electronic catch documentation and traceability (eCDT) workshop was conducted in Vientiane, Lao PDR in partnership with the Southeast Asian Fisheries Development Center (SEAFDEC) and the USAID Oceans and Fisheries Partnership (USAID Oceans) project. The workshop served as a ‘showcase’ for available eCDT technologies that could be applied in the Mekong Region for freshwater and marine fisheries management in Cambodia, Lao PDR, Myanmar, and Vietnam. This report summarizes the completed workshop session outputs and recommendations.

USAID Oceans and Fisheries Partnership
In support of the conclusion of country and learning site activities under the USAID Oceans and Fisheries Partnership (USAID Oceans), four Philippines-based project closeout activities were completed during January and February 2020: (1) launch of the Bureau of Fisheries and Aquatic Resources (BFAR) 12 Fisheries Monitoring (FishMon) Center in General Santos City on January 27, 2020; (2) tour of the BFAR Integrated Marine Environment Monitoring System (IMEMS) FishMon Center on February 4-5, 2020 at the Navotas Fish Port Complex; (3) Partner Recognition and Handover Workshop convened in Quezon City on February 5, 2020; and (4) Electronic Catch Documentation and Traceability Technology Showcase convened in partnership with the USAID Fish Right Project in Iloilo City on February 11, 2020. At all the events, major Philippines partners under the project participated, including: BFAR Central Office, BFAR Region 12 Office, fishers from the Alliance of Tuna Handliners (ATH), SOCSKSARGEN Federation of Fishing and Allied Industries, Inc. (SFFAII), seafood and technology private sector partners, Local Government Units from Southern Mindanao, NGOs, Civil Society Organizations (CSO), and academia. This report summarizes the sessions and outputs from all four project closeout events conducted with partners in the Philippines.

In support of the conclusion of country and learning site activities under the USAID Oceans and Fisheries Partnership (USAID Oceans), two Indonesia-based project closeout activities were completed during November 2019 and February 2020: (1) a Partnership Transition Workshop conducted in Bitung and Manado on 25-26 November 2019; and (2) a National Lessons Learned Showcase conducted in Jakarta on 19 February 2020. At both events, major Indonesia partners under the USAID Oceans project participated, including: Indonesia Ministry of Marine Affairs and Fisheries, Northern Sulawesi Provincial Government, City of Bitung Government, seafood and technology private sector partners, Community Groups and NGOs from Bitung and Manado, and academia. This report summarizes the sessions and outputs from both project closeout events conducted with partners in the Indonesia.
