The objective of the survey is to have obtained targeted village data and information for understanding demography of the village and making a full use of the data and information for the project implementation. The sites of the survey are Ban Thongkrog Village and Ban Ko Pitak Village. The result of the survey illustrated that the fishing communities will become elder society in accordance with respondents have age between 40-50 years old and higher than 50 years old. Major and supplementary sources of income are fisheries and agricultural sectors. Local respondents can earn daily income from fishing operation. Fishing capacities are fishing boat length related to engine and fishing gears indicated local respondents as small-scale fishers. At Ban Ko Pitak Village, value chain of fisheries sector can create additional income by means of home-stay execution. This creative activity helps reducing a pressure to aquatic resource, but entertaining tourists by experiencing in diving, fishing and observing fishing operation. To sustain fisheries sectors as major and supplementary source of income, the philosophy of sufficiency economy should be introduced and applied into the sectors. Particular a means of reasonable and moderate of resource use should be placed top priority guiding to the fishing communities in order to massively and optimistically enhance aquatic resources for longer utilization and security of livelihood.

This paper mainly aimed to study and assess the attitude of local government institutions/organizations and agencies on the set-net project and fisheries after the project had been implemented for five years in Mae Lamphueng beach, Rayong Province, Thailand. Moreover, the possibility of supporting the fishers group to continue this project in the future was also investigated through a questionnaire survey involving 43 respondents that included 4 (9.3%) SEAFDEC officers (external organization), 16 (37.21%) EMDEC/DOF staff, and from the local government institutions: 16 (37.21%) from Taphong TAO and 7 (16.28%) from the Banpae Municipal committee.
The results of the questionnaire survey suggested that the advantages and disadvantages of the set-net project could be categorized into four major groups, namely: 1) Gear characteristics; 2) Environmental impact; 3) Socio-economic impact; and 4) Cooperative management. The respondents identified and prioritized the problems related to the fisheries resources in the area that included highly dwindling fishery resources and declining coastal fishery resource biodiversity while some species could already be extinct.
The results also showed the attitude and perception of the respondents on the set-net fisheries and project, which were mostly positive and the respondents seemed to agree that the project has been useful to the community, and that the fishermen had also improved their livelihood after the project was implemented. Moreover, the local organizations such as the Banpae Municipality and TAO Taphong have indicated the possibility of higher budget support in the future for the set-net fisheries or any related fisheries projects for the community than the other organizations or institutions involved in the project. The local organizations also expressed their willingness to do and support such activities as information exchange, coordination among other sectors, implementation, monitoring and evaluation, and participation in the decision making process, etc.
However, some risks or difficulties were also identified by the respondents specifically from the concerned organizations’ points of view. They suggested that the fishers group should be more serious and more concerned with the group and cooperative management, and also in benefit sharing and financial system of the set-net fishers group for the sustainable implementation of the project in the future.

Main objective of the study is to describe the set net fishers group functioning in set net fisheries management. The group function is focused on practicing in the group administrative affair and management with cooperative principle. The finding results found that the set net fishers group had two major functions. One is in capturing and harvesting activities. Other is related to the group administrative affair. Considering capturing and harvesting activities, the group members had chiefly participated in hauling net for harvest, maintenance and repair net and selling fishes on beach. Considering on administrative affair function, large number of the group member joined the group meeting, looked for new member to join the group, and helped developing the group system. The future group development might threaten by uncertain yield served to market demand, conflict of the group member’s opinion, etc. A solution solved threats of the future group development might need an official announcement on the set net fishing areas, and more number of set net group in order to establish network.
