Annual Meeting of The Project "Improving Fishers' Livelihood and Fisheries Co-Management in Inland and Coastal Small-Scale Fisheries"
Training Department, Southeast Asian Fisheries Development Center
The Annual Meeting for the project "Improving Fishers’ Livelihood and Fisheries Co-management in Inland and Coastal Small-scale Fisheries" was held from 2 to 3 December 2025 in Vientiane, Lao PDR, to review 2025 progress and finalize the 2026 work plan. Attended by 11 representatives from SEAFDEC/TD, SEAFDEC/IFRDMD, and focal points from Cambodia, Thailand, and Lao PDR, the meeting focused on strengthening project implementation through the identification of lessons learned and enhanced regional coordination. A key component of the program was a study visit to the Nam Xouang Reservoir, a successful pilot site for fisheries co-management and alternative livelihood development, which facilitated the exchange of best practices among participants. By integrating field-based insights with strategic planning, the meeting provided a framework for improving future project guidance and ensuring the sustainability of small-scale fisheries livelihoods across the participating member countries.
The Annual Meeting of the project “Improving Fishers’ Livelihood and Fisheries Co-management in Inland and Coastal Small-scale Fisheries” was organized from 2 to 3 December 2025 in Vientiane, Lao PDR. The main objectives were to review progress at the pilot sites in 2025, identify challenges and lessons learned to strengthen project implementation, plan and confirm activities for 2026, and enhance knowledge sharing and coordination among SEAFDEC Departments and national focal points. The program included a one-day meeting and a study visit to the Nam Xouang Reservoir pilot site, which has demonstrated successful fisheries co-management and the development of alternative livelihoods under the project. The visit provided an opportunity for participants to exchange experiences, good practices, and lessons learned, contributing to improved guidance and effectiveness for future project implementation. The meeting was attended by representatives from SEAFDEC/TD, SEAFDEC/IFRDMD, focal persons from Cambodia, Lao PDR, and Thailand, and officers from the Department of Livestock and Fisheries (DLF) of Lao PDR. A total of 11 participants, comprising 8 women and 3 men, attended the meeting.

Regional Training Course on Enhancing Capacity for Monitoring Control and Surveillance (MCS) of Domestic and International Fishing Vessels to Combat IUU Fishing
The four-year Sustainable Management of Fisheries, Marine Living Resources and their Habitats in the Bay of Bengal Region for the Benefit of Coastal States and Communities (BOBLME II) project, running from 2024 to 2028, aims to foster sustainable management of fisheries, marine resources, and their habitats to mitigate environmental stress and enhance conditions for coastal states and communities. This goal will be realized through five linked components addressing sustainable fisheries management, habitat conservation, pollution control, livelihood improvement, and the strengthening of regional cooperation. The Southeast Asian Fisheries Development Center (SEAFDEC) is the executing agency in Southeast Asia, leading sub-regional coordination, offering technical advice, and building capacity in fisheries-related issues for Indonesia, Malaysia, and Thailand, specifically under components 1, 3, and 5. In support of these efforts, the SEAFDEC Training Department (TD) recently organized a Regional Training Course on Enhancing Capacity for Monitoring Control and Surveillance (MCS) of Domestic and International Fishing Vessels to Combat IUU Fishing in Jakarta, Indonesia, from August 19 to 21, to enhance the knowledge and capacity of 13 participants from Indonesia, Malaysia, and Thailand in MCS activities to effectively combat Illegal, Unreported, and Unregulated (IUU) fishing.
SEAFDEC Training Department (TD) organized the “Regional Training Course on Enhancing Capacity for Monitoring Control and Surveillance (MCS) of Domestic and International Fishing Vessels to Combat IUU Fishing” from 19 to 21 August in Jakarta, Indonesia. The Training aimed to build on the knowledge of MCS activities for both domestic and foreign vessels in combating IUU fishing. This Training has 13 participants from participating countries, Indonesia, Malaysia, and Thailand, in relevant roles to combat IUU Fishing, including 7 resource persons, 3 SEAFDEC/TD, and a Regional Fisheries Policy Network (RFPN) from Indonesia, attended the Training.

Report the Inception Workshop to Introduce Project of Small-scale Fisheries (Online Platform)
SEAFDEC/TD and SEAFDEC/IFRDMD co-organized an online Inception Workshop on the Small-scale Fisheries Project, which was held on 30 July 2025 via a virtual platform. The workshop aimed to kick off the project “Improving Fishers’ Livelihood and Fisheries Co-management in Inland and Coastal Small-scale Fisheries”, supported by the Japanese Trust Fund 7 (JTF7). The main objectives were to introduce the project's goals, objectives, and planned activities, outlining specific actions to be implemented at designated pilot sites. The workshop also served as a platform for SEAFDEC Member Countries to better understand the project’s scope and the specific interventions planned for the selected sites. Through open dialogue, participants were encouraged to share insights and contribute to aligning the project’s implementation with regional priorities.

Report of Regional Small-scale Fisheries (SSF) Workshop in Asia: Building on a Decade of the SSF Guidelines for a Sustainable Future

Report of Regional Small-scale Fisheries (SSF) Workshop in Asia: Building on a Decade of the SSF Guidelines for a Sustainable Future
The Regional Small-Scale Fisheries (SSF) Workshop in Asia: Building on a Decade of the SSF Guidelines for a Sustainable Future, held on 26–27 March 2025 in Bangkok, Thailand, marked an essential moment to reflect on the progress and challenges in implementing the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries (SSF Guidelines) since their adoption by the FAO in 2014. Co-organized by the Food and Agriculture Organization (FAO) and the Southeast Asian Fisheries Development Center (SEAFDEC), the workshop brought together government representatives, SSF sector stakeholders, and international partners from 13 countries to assess regional achievements, share best practices, and chart a collaborative path forward. The dialogue underscored the importance of integrating policies, advancing gender equality, strengthening climate resilience, and empowering SSF communities as pillars of sustainable fisheries. Key outcomes included actionable recommendations, capacity-building frameworks, and a joint statement reaffirming commitments to sustainable SSF development. This report documents the workshop’s proceedings, presentations, and breakout sessions, highlighting the collective resolve to advance equitable and resilient small-scale fisheries in alignment with the Sustainable Development Goals (SDGs) and FAO’s Blue Transformation initiative.
