In the process of implementing the Regional Guidelines, the Member Countries acknowledged the need for follow-up actions especially at the national level in order for the Regional Guidelines to be fully understood, appreciated and implemented by all stakeholders,is at this point that Human Resource Development (HRD) is necessary to support of the implementation of the CCRF. The HRD could include awareness building and training activities, especially on CoC, BMPs, GAPs, as well as on fish trade issues.&#13;
Another factor that should be taken into consideration for sustainable commercial aquaculture is the need to strengthen institutional support, as it has a very important role to play in the development and management of aquaculture by providing the structure by which aquaculture related activities are governed (Platon et. al, 2007). Such institutional support should provide mechanisms for the involvement of the private sector, farmers, etc. in the enforcement of laws and regulations applicable to aquaculture. Their recommendations for institutional support include: improvement of quality R&amp;D for aquaculture development; encouraging fish farmers to take greater responsibility in resource conservation; and developing aquaculture plan with the participation of and/or in consultation with all stakeholders.

<title>Regional  Guidelines for Responsible Aquaculture in Southeast Asia</title>

In 1999, a SEAFDEC Consultant drew up a set of possible considerations in the preparation of the regional guidelines of CCRF Article 9. The report was circulated to the fisheries agencies of all the member countries for their respective aquaculture experts to review. On 31 July to 2 August 2000, a Pre-Technical Meeting of Core Experts was held in Iloilo City, Philippines and produced a set of draft regional guidelines. The scientists and staff of the SEAFDEC Aquaculture Department facilitated the discussions in this and the subsequent meetings on the regionalization of CCRF Article 9. By the end of August, the Core Experts were assigned: Mr. Haji Abdul Rajid Haji Metali (Brunei Darussalam), Mr. Srun Lim Song (Cambodia), Mr. Anro Sunaryanto (Indonesia), Mr. Bounma Luang Amath (Lao PDR), Mr. K. Subramanian (Malaysia), Mr. U Hla Win (Myanmar), Mr. Nelson A. Lopez (Philippines), Ms. Renee Chou (Singapore), Mr. Siri Tookwinas (Thailand) and Mr. Tran Van Quynh (Vietnam). The Core Aquaculture Experts Consultation was held on 21- 22 November 2000 in Iloilo City. The Core Experts deliberated on the draft guidelines and made sure important regional issues were covered. The revised regional guidelines were then circulated to all the SEAFDEC member countries. Each country held a national seminar in February-May 2001 to allow the various stakeholders in the aquaculture sector to know and comment on the regional guidelines. On 17-19 July 2001, the Government Consultation on the Regional CCRF on Aquaculture Development was convened in Iloilo City as the final step in the regionalization process. After another round of deliberation, review, and revision, the representatives of the various southeast Asian governments reached a consensus on the final wording of the Regional Guidelines for Responsible Aquaculture in Southeast Asia. SEAFDEC obtained the commitment of these representatives that their governments will support and implement the Regional Guidelines

At the Thirtieth Meeting of the Council of the Southeast Asian Fisheries Development Center (SEAFDEC) at Bandar Seri Begawan, Brunei Darussalam on 17-21 March 1998, the Council Directors fully supported the program for the Regionalization of the Code of Conduct for Responsible Fisheries. They unanimously agreed to implement it in SEAFDEC’s prioritized program in view of the facts that 1) some part of the global Code of Conduct require modification to adjust to the regional specificity; and, 2) clear regional policy should be reflected in the Code. The Council also specified that SEAFDEC should make efforts to establish an Asian Code of Conduct for coastal fisheries and aquaculture, which may be expanded to cover the other ASEAN members. In addition, SEAFDEC Strategic Plan adopted at the same meeting emphasizes the importance of the program on the Code of Conduct for Responsible Fisheries. Based on the recommendations made at the Council Meeting, SEAFDEC prepared a comprehensive program on “the Regionalization of the Code of Conduct for Responsible Fisheries”(http://www.seafdec.org). Since the program is a long term and wider commitment for SEAFDEC to implement the various required activities, the preparation of Regional Guideline for the Code of Conduct for Responsible Fisheries, Phase 1: Responsible Fishing Operations was selected as the primary and major activity under the program. In June 1998, five regional core experts (Indonesia: Mr. Chairul Nasution, Malaysia: Mr. Rosidi Bin Ali, the Philippines: Mr. Jonathan O. Dickson, Thailand: Mr. Pirochana Saikliang, Vietnam: Dr. Nguyen Long) and four Advisors (Mr. Bundit Chokesanguan, Prof. Dr. Takafumi Arimoto, Dr. Frank Chopin and Dr. Yasuhisa Kato) were selected for the preparation of documents on the draft regional definition of terminology and draft Regional Technical Guidelines. A Pre- Meeting of Core Experts was organized to harmonize the approach for the preparation of documents. Between 9-12 November 1998, an “Expert Consultation on the Regionalization of the Code of Conduct for Responsible Fisheries Phase 1:Responsible Fishing Operations” was Article 8, Fishing Operations of the Code of Conduct for Responsible Fisheries. Also discussed were the required regional definitions of terminology prepared by the Core Expert Group. The context of this document is based on the outcome of the meeting.
