The Training Course on Responsible Fishing Technologies/Practices to Combat IUU Fishing in Southeast Asia was held from 19 to 27 November 2025, in Bangkok and Chon Buri, Thailand, was specifically designed to enhance the knowledge and skills of key regional officers in implementing effective countermeasures against IUU fishing. The participants will learn how to combat IUU fishing by implementing responsible fishing technologies and practices. The course covers a wide range of topics, including an overview of recent international issues on IUU fishing, SEAFDEC initiatives, vessel monitoring systems (VMS), and the inspection of fishing vessels and gears. By the end of this training, participants will be better equipped to promote responsible fishing technologies and practices, ultimately contributing to a more sustainable and well-regulated fishing industry in Southeast Asia.

The Regional Workshop on Enhancing Policies and Countermeasures Against IUU Fishing in Southeast Asia was organized by the Southeast Asian Fisheries Development Center (SEAFDEC) under the ASEAN–Japan International Cooperation Agency (JICA) Project on IUU Fishing Countermeasures in Southeast Asia. The Workshop was conducted from 6 to 8 October 2025 in Bangkok, Thailand, to strengthen regional cooperation and enhance the capacity of ASEAN Member States (AMSs) to prevent, deter, and eliminate illegal, unreported, and unregulated (IUU) Fishing. The Workshop served as a platform for AMSs to share experiences, update progress on the implementation of the National Plans of Action to Combat IUU Fishing (NPOA–IUU), and discuss policy actions and countermeasures in line with international and regional frameworks. &#13;

A total of 36 participants attended the Workshop, comprising representatives from AMSs, except Singapore, as well as officials from SEAFDEC, the Food and Agriculture Organization of the United Nations (FAO), and other relevant organizations. Key sessions focused on the current status of NPOA–IUU implementation, urgent concerns related to IUU Fishing countermeasures, and the initiative to develop the ASEAN Voluntary Guidelines for Transshipment. Participants exchanged views on challenges and gaps in Monitoring Control and Surveillance (MCS), Port State Measures (PSM), transshipment practices, and inter-agency coordination. &#13;

The Workshop concluded with agreed ways forward, emphasizing capacity building, strengthening legal and institutional frameworks, enhancing the use of monitoring technologies, and improving regional coordination and information-sharing mechanisms. The outcomes of the Workshop are expected to support AMSs in advancing effective policies and practical countermeasures against IUU Fishing, thereby contributing to sustainable fisheries management and responsible fishing practices in Southeast Asia.
The Regional Workshop on Enhancing Policies and Countermeasures Against IUU Fishing in Southeast Asia was organized by the Southeast Asian Fisheries Development Center (SEAFDEC) under the ASEAN-JICA Capacity Building Project on IUU Fishing Countermeasures in Southeast Asia. the workshop took place from 6 to 8 October 2025 in Bangkok, Thailand. The objectives aim to facilitate the exchange of progress on National Plans of Action to Combat IUU Fishing (NPOA-IUU) among ASEAN Member States while simultaneously addressing international concerns regarding illegal fishing countermeasures. By fostering deeper regional cooperation, the discussion will also focus on developing the ASEAN Voluntary Guidelines for Transshipment to significantly strengthen regulatory frameworks and collective oversight.

<description>Report of Training on the Implementation of Thailand's National Plan of Action to Combat IUU Fishing (NPOA-IUU), Second Edition
The project “Sustainable Management of Fisheries, Marine Living Resources and their Habitats in the Bay of Bengal Region for the Benefit of Coastal States and Communities (BOBLME II)” is being implemented from 2024 to 2028 to promote the sustainable management of fisheries, marine living resources, and their habitats in the Bay of Bengal region. The project seeks to reduce environmental stress and improve overall environmental conditions for the benefit of coastal states and communities. Its objectives will be achieved through five interlinked components, which are sustainable management of fisheries, restoration and conservation of critical marine habitats and biodiversity, management of coastal and marine pollution to improve ecosystem health, improvement of livelihoods and resilience of coastal communities in the Bay of Bengal, and strengthening of regional mechanisms for planning, coordination, and monitoring. In Southeast Asia, SEAFDEC serves as the executing agency and will lead sub-regional coordination, provide technical advice, and support capacity building on fisheries-related issues under components 1, 3, and 5 for the participating countries Indonesia, Malaysia, and Thailand.

<description>Study and Review Needs of Monitor, Control, and Surveillance (MCS) Implementation and Capacity Building in Thailand
This study was part of the Bay of Bengal Large Marine Ecosystem Phase II (BOBLME II) Project, with additional co-funding from the IW Project. There were two main objectives: (1) to assess the needs for implementing Monitoring, Control, and Surveillance (MCS) measures in Thailand to combat Illegal, Unreported, and Unregulated (IUU) fishing, and (2) to identify capacity building needs for enhancing the knowledge and skills of Department of Fisheries (DOF) personnel involved in MCS operations. The McKinsey 7s Framework was applied as a conceptual framework to analyze gaps in order to identify development needs of systems and personnel related to MCS. Data collection from documents, in-depth interviews, and structured questionnaires was used to gather information from executive staff and staff involved with the MCS. The components of the McKinsey 7S Framework are divided into two main categories: Hard Elements, which include strategy, structure, and systems; and Soft Elements, which include shared values, style, staff, and skills.
