This study was part of the Bay of Bengal Large Marine Ecosystem Phase II (BOBLME II) Project, with additional co-funding from the IW Project. There were two main objectives: (1) to assess the needs for implementing Monitoring, Control, and Surveillance (MCS) measures in Thailand to combat Illegal, Unreported, and Unregulated (IUU) fishing, and (2) to identify capacity building needs for enhancing the knowledge and skills of Department of Fisheries (DOF) personnel involved in MCS operations. The McKinsey 7s Framework was applied as a conceptual framework to analyze gaps in order to identify development needs of systems and personnel related to MCS. Data collection from documents, in-depth interviews, and structured questionnaires was used to gather information from executive staff and staff involved with the MCS. The components of the McKinsey 7S Framework are divided into two main categories: Hard Elements, which include strategy, structure, and systems; and Soft Elements, which include shared values, style, staff, and skills.en
